Make new threads locked for MCRSession by default

Description

Currently it is undetermined if the current thread is available for MCRSession or not as it can be locked since MCR-1807. While the default is still the unlocked state. This causes a lot of headaches if threads are reused in other contexts. Therefor the default state should change to locked.
